- HeinOnline U.S. Congressional DocumentsFull text PDFs of Congressional materials dating back to 1774, including full scans of the Congressional Record and selected Congressional hearings, CRS reports, and committee prints.
- U.S. Congressional Serial SetFull text PDFs of Congressional reports, documents, and journals from 1917 to 1994.
- Congress.govOfficial Congressional website providing information and full text for bills and public laws since 1993. Also provides the Congressional Record since 1995, member biographies and voting records, and a summary of the legislative process.
- ProQuest CongressionalIndexes Congressional documents from 1789 forward. However, you'll need to obtain the full text of the documents from other sources.
- Library of Congress' Bills and ResolutionsHouse Bills from 1799 to 1873; Senate Bills from 1819 to 1873.
- GovInfo Congressional Committee MaterialsCongressional hearings, reports, committee prints, and more, provided for free by the official U.S. Government Publishing Office.
- Congressional Research Service ReportsReports prepared for Congress by the Congressional Research Service (CRS) are notoriously hard to locate but Congress now provides free access to recent CRS reports on this new website.
